Schools were closed for selling certificates without lessons. Ours cannot be issued until the log shows every hour you drove.

The crackdown on certificates without lessons
A driving certificate tells the LTO that you sat the theory and drove the hours. In 2025 and 2026 it found schools that issued them anyway, and it acted: suspensions, show-cause orders and, for twelve schools, the end of their accreditation. Their students' certificates came under question too.

The LTO suspends about 107 driving schools in two weeks for issuing TDC and PDC certificates to students who never attended (“no-show” certificates).

Signed at the time, not filled in later
- Theory class: each session records your time in and time out; arriving late or leaving early credits only the minutes you were there.
- Road lessons: your instructor starts and ends the lesson on the phone, with the car's odometer. Credit is the real minutes, never more than the booked slot, and nothing under 30 minutes.
- The certificate: refused until the hours are complete, and for a car until they span at least two days. Every attempt, refused or issued, is kept for an inspector.
- Instructors and cars: a lesson cannot be booked with an instructor whose accreditation has lapsed, or a car without a working instructor's brake or current registration.
